If the accent menu isn't showing up, it could be due to your Chromebook's keyboard settings.

Go to settings > keyboard and scroll down until you find the Auto-repeat setting. Make sure auto-repeat is enabled. If auto-repeat is on and the accents are still not showing up, try increasing the delay for auto-repeat by moving the "Delay before repeat" slider to the left.
